SUMMARY

The HSE Champion actively promotes, implements, and sustains health, safety, and environmental programs. This position reports directly to the HSE Manager – Guam & Saipan, and supports the HSE department through administrative oversight, proactive risk management, incident response coordination, and comprehensive reporting. This role demands independence, initiative, high attention to detail, and adherence to confidentiality.

 

ESSENTIAL DUTIES

Administrative and Reporting

  • Maintain and validate Safety Management Systems data entry.
  • Provide daily administrative communication support.
  • Compile and prepare comprehensive HSE reports and manuals.
  • Manage and maintain the Asset Management Register.
  • Enforce and monitor KPI monthly reporting.

Training and Communication:

  • Develop, create, and publish educational collateral, campaigns, and HSE initiatives.
  • Organize and coordinate HSE awareness training and annual schedules.
  • Communicate clearly with internal and external stakeholders, providing exemplary customer service.
  • Participate actively in HSE meetings, drills, and exercises.
  • Timely and appropriate communication with HSE Manager of HSE activities, issues, and concerns.

Incident Management and Coordination:

  • Coordinate the Hazard Management Program including Workers' Compensation (WC).
  • Manage coordination of incidents/injury reporting and investigations.
  • Assist with incident investigations and audits.

Compliance and Auditing:

  • Schedule, verify, and coordinate Risk Management Program (RMP) audits.
  • Monitor compliance with Inchcape HSE policies and OSHA regulatory standards.
  • Administer the Contractor Management Program.
  • Assist with managing the Risk Management Program effectively.
  • Monitor and enforce onsite HSE regulations.

Event and Initiative Management:

  • Assist in planning, organizing, and executing HSE-related events and activities.
  • Support continuous improvement initiatives within the HSE framework.

Policy and Guidance:

  • Provide expert guidance on company HSE policies and procedures.

 

QUALIFICATIONS

  • Education
    • High school diploma or GED required; vocational or business education preferred.
  • Experience
    • Minimum three years of administrative experience.
    • Minimum two years of direct HSE coordination or related responsibilities in general industry.

HEALTH, SAFETY, AND ENVIRONMENT (HSE) ACCOUNTABILITIES

  • Responsibilities
    • Champion HSE for the business
    • Allocate HSE tasks
    • Work with HSE Manager to improve HSE
    • Conduct, support, and coordinate HSE Audits within their business units or as requested by the HSE Manager
    • Administrator for HSE Cintellate activities ensure Cintellate is not offline for any period of time greater than 24 hours unless programmed for due to upgrades or maintenance
  • Key Activities
    • Drive improvement action plans for HSE System compliance
    • Ensure action plans are current
    • Motivate employees to improve HSE
    • Provide updates on activities to country HSE Committees
    • Distribute HSE circulars to HSE Committee Representatives where electronic access is not available
    • Support HSE Auditing including 18001 & 14001 compliance Auditing prior to External Auditors assessing sites
    • Assist with access and security within Cintellate
    • Develop forms relevant for HSE tasks
  • Accountability Measures
    • Action plan progress as per timeframes
    • Evidence of consultation with Country HSE Committees
    • Assist with schedule for audit dates for business unit sites
    • Support and attend site meeting 18001 & 14001 compliance
    • Assist in data compilation and report of site improvement progress to audit reports
    • Assist with monthly HSE reporting
    • Support stakeholders in use of Cintellate and compliance to HSE policies and procedures
