SUMMARY

This role is responsible for executing the HSE strategy for Inchcape Asia, embedding a safety culture and working towards HARM Minimisation. You will work most effectively with South Asia, Pacific team of HSE Practitioners driving a HSE community of practice for the business.  The core fundamental expectations are to show the business operation on what is required, own the operational health and safety activities, and introduce improvements via the HSE Community of practice.   The role manages projects, and injury management programs, to drive improvement and reduction to injury costs therefore improving bottom line performance for Guam and Saipan business.  Managing HSE to a formulaic agenda is the key to ensure consistency brings success in this role.  This role requires the candidate to implement a pre-defined global HSE management system and processes into business operations, report on the progress of implementation and ongoing engagement. 

 

ESSENTIAL DUTIES

  • Continually implement and maintain an online safety management system consisting of various modules to manage safety, including compliance, risk, incident and contractor management, policies and procedures, audits and training
  • Continually develop, implement and maintain local safety standards for the market
  • Identify, develop and deliver HSE training needs relevant to Guam and Saipan
  • Liaising and with external regulatory bodies such as OSHA, Insurers and EPA in Guam Islands
  • Roll out the implementation plan of the Group HSE Strategy to manage and control business risk exposure. 
  • Train key stake holders (Management) to carry out and site reviews within the business identities.
  • implementation of risk assessments, auditing and site gapped programs to mitigate business risk
  • Review the quality of local site implementation of group HSE Strategy and risk mitigation programs.
  • Due Diligence within mergers and acquisitions - includes health, safety and environment.
  • Audit and review of site implementation of corporate standards and site risk management programs
  • Manage compliance to Guam & Saipan Injury Management requirements, drive best performance results for early intervention to increase employee return to work without impacting the business or bottom line costs.
  • Drive return to work process providing technical advice on injury management and remove were possible the risk of Lost Time Injury occurrence.
  • Involved with quarterly workers compensation claims reviews with Insurance providers and case managers.  Keep Inchcape’s Workers Compensation premiums as low as possible to maintain the better than industry standard.
  • Recording and analysing lead and lag performance indicators.
  • Formal executive reporting both written and face to face on HSE performance across the business structure.
  • Develop and set HSE KPI’s and report on business performance

QUALIFICATIONS

  • Education
    •  Formal qualification in the field, such as Advance Diploma in OHS or Masters in Applied Science: Safety Science
  • Experience
    • A minimum of five years’ experience is required managing diverse business risks.
    • Managed a Workers Comp Portfolio of greater the 500 employees with an outcome of better than industry performance

  • Licensure and Certification
    •  Lead Auditors qualifications in OHS
    • Certificate IV in Training and Assessment desired
    • Chemical or mechanical background (trade or industry experience) is desirable

    • Develop and deliver an array of HSE training programs.
    • Develop and conduct audit programs post roll out of new OHS policies and procedures
    • Built or implemented previous OHS systems from the ground up.
    • Ability to lead and influence senior and peer relations

 

HEALTH, SAFETY, AND ENVIRONMENT (HSE) ACCOUNTABILITIES

  • Responsibilities
    •  Champion HSE for the business
    • Allocate HSE tasks
    • Work with Group HSE Manager to improve HSE
    • Conduct HSE Audits within their Business Units or as requested by the Group HSE Manager
    • Administrator for HSE Cintellate activities and ensure Cintellate is not off-line for any period of time greater than 24 hours unless programmed for due to upgrades or maintenance.
  • Key Activities
    •  Drive improvement action plans for HSE System compliance
    • Ensure action plans are current
    • Motivate employees to improve HSE
    • Provide updates on activities to HSE Committees
    • Distribute HSE circulars to HSE Chairpersons where electronic access is not available
    • Internal HSE Auditing including 18001 & 14001 compliance Auditing prior to External Auditors assessing sites
    • Management of External Auditors for the Business Unit
    • Assist with access and security within Cintellate Development forms relevant for HSE tasks
