The Internal Controls and Finance Transformation Manager is a key leadership role responsible for ensuring the integrity, efficiency, and compliance of financial and operational processes across the Guam and Saipan businesses.
This role is critical in embedding a strong internal control culture, aligned with the Inchcape Controls Framework, to safeguard company assets, ensure accurate financial reporting, and support regulatory compliance.
Beyond compliance, the role is also a catalyst for change—driving finance transformation initiatives that enhance process efficiency, reduce risk exposure, and improve the quality of financial insights available to decision-makers. The successful candidate will work closely with cross-functional teams, including Finance, Operations, and IT, to implement best practices, and support the organisation’s broader strategic goals.
This position requires a proactive and hands-on leader who can balance governance with innovation, influence stakeholders at all levels, and deliver measurable improvements in both control effectiveness and operational performance. The role also plays a vital part in preparing the business for internal and external audits, ensuring that all control-related activities are well-documented, tested, and continuously improved.
ESSENTIAL DUTIES
Internal Controls & Compliance
Champion the consistent application of the Inchcape Controls Framework across all business units in Guam and Saipan.
Maintain up-to-date documentation of internal controls, including risk assessments, control matrices, and process narratives.
Coordinate and oversee monthly and quarterly control certification testing with third-party consultants, ensuring timely and accurate evidence submission by control owners.
Conduct targeted spot audits to proactively identify control weaknesses, assess root causes, and recommend corrective actions.
Monitor regulatory and policy changes that may impact compliance and ensure timely updates to internal procedures.
Finance Transformation & Process Improvement
Lead initiatives to modernize and optimize finance processes, leveraging automation and best practices to reduce manual effort and improve accuracy.
Align priorities of identified inefficiencies, control gaps, and improvement opportunities with Regional Finance Transformation team.
Collaborate with cross-functional teams (e.g., Finance, IT, Operations) to implement process enhancements and ensure alignment with business objectives.
Develop and maintain clear documentation of workflows, roles, and responsibilities to support transparency and accountability.
Stakeholder Engagement & Training
Serve as the primary liaison between control champions, department heads, and external consultants, fostering a culture of compliance and ownership.
Deliver training and workshops to build internal capability in control awareness, risk mitigation, and compliance best practices.
Support internal and external audit engagements by coordinating responses, preparing documentation, and tracking resolution of audit findings.
Provide regular reporting to senior leadership, including dashboards, risk assessments, and progress updates on control and transformation initiatives.
QUALIFICATIONS
Education
Bachelor’s Degree in Accounting, Finance, Business Administration, or related field
Experience
At least 5 years of experience in internal controls, audit, compliance, or finance operations, preferably in a multi-entity or international environment.
Experience with Dealer Management Systems (e.g., CDK, Kerridge, Reynolds & Reynolds).
Proven track record in leading finance transformation or process improvement projects.
Licensure
Professional certification such as CPA, CISA, CIA, or equivalent is a plus.

Risk Management: Practical understanding of enterprise risk management principles, risk assessment processes, and mitigation strategies.
